The square of a binomial:
(a+b)² =a²+2 a b+b², or: (a-b)²=a²-2 a b+b²
In this case:  a=x,  2 x b = 16 x   ⇒  b=8  ,     b²=8²=64
(x-8)²=x²- 16 x + 64

To make that a perfect square polynomial,
follow these steps:
1. Take the co-efficient of x term: here -16
2. Divide it by 2: -16/2 = -8
3. Square it. : (-8)^2 = 64
