where m = slope and c = y intercept
Using point ( -2 , 4) and m = 2
Equation of the line is
y - 4 = 2(x + 2)
y - 4 = 2x + 4
y = 2x + 4 + 4

Looking at the triangle from the aspect of the reference angle, the tangent of that angle would be the ratio of the side opposite the angle over the side adjacent to the angle (which is NOT the hypotenuse!)
So what you do is subtract 4b on both sides so it will be -ax=9+4b then divide x on both sides and you have your answer
