We can eliminate last 2 choices because the line is clearly a downward sloping line and it's slope wont be positive.

F '(x) = -4x^3 - 27x^2 - 48x - 16     You must set this = to 0 and solve for the

F "(x) = -12x^2 - 54x - 48
