(\frac{4}{9}) ^{ (-\frac{1}{2}) }
We Know that Negative Exponents Equal Division.  So:\frac{4}{9}^{( -\frac{1}{2} )}  =    \frac{1}{ \sqrt[]{ \frac{4}{9} } }  =  \frac{1}{ (\frac{2}{3} )}  =  \frac{3}{2}  = 1.5
