I would give this article a catchy title of "Corruption - stealing under a different name".

In this article, I would start with explaining why stealing is bad (for example a poor person looses their food due to theft) and then I would say that stealing can take many forms.

Then I would explain that while corruption might not seem as bad to some people, it's the same as stealing and that it can result in poor people having their food stolen.
