Most times the boss or the person in charge of magazines, newspapers, internet TV or billboard adds something to their product that wants the kids or parents to buy them. Such as a new movie that everyone's crazy about might be used on a buyable item... for example
The disney movie Frozen was everywhere! and a lot of business men who sold toys made toys that resemble the movie Frozen... kids loved the movie and wanted what they had to offer.... and so on...

Well they use characters from movies like i work at dairy queen and we have several little one come in and get a certain blizzard or drink because it come with gaurdians of the galaxy characters on the cup and they use cute pictures if they put brocolli as a fun character or you put a little seasoning on it a kid could love it but they have sugary cereals with tigers and raisin bran is a plain box and not exciting for kids
