This disorder is most likely Antisocial personality disorder. 

I'm saying this because the description definitely matches the most common symptoms and signs one might notice in people who can be diagnosed with this disorder. 

There is, however, some debate whether this disorder (and others) actually is disorder and isn't just a way how a certain population of people behaves because of their environment and has in reality nothing to do with them having a personality disorder.
