We get the percentage from this ,

Percentage = \frac{87}{114} \times 100 = 76.3 %

Border percentages = 72.3 and 80.3% (Since error = 4%)

We have already taken vote of 114 people so remaining = 9804

Lower end = 0.723 \times 9804 =  7266

Upper end = 0.803\times 9804 = 7872

Hence the range = 7266 to 7872
