Subtract 3/100 to both sides:

$\sf\dfrac{x}{100}=\dfrac{5}{100}$

Cross multiply:

$\sf100x=500$

Divide 100 to both sides:

$\sf~x=5$

Or we could just multiply both sides of the equation by 100, to give us:

$\sf~x+3=8$

Subtract 3 to both sides:

$\sf~x=5$
