Subtract 3/100 to both sides:

\sf\dfrac{x}{100}=\dfrac{5}{100}

Cross multiply:

\sf100x=500

Divide 100 to both sides:

\sf~x=5

Or we could just multiply both sides of the equation by 100, to give us:

\sf~x+3=8

Subtract 3 to both sides:

\sf~x=5
