The most sensible answer I believe would be C. Grasslands and forests do not have permafrost so B can be eliminated. D is not right because forests and grasslands definitely do not get TOO much rain, assuming they're not talking about tropical rain forests.

It is D.) because it would sit there forever to who knows. There is always something that is used from something according to the food chain. Take a dead bird for example. Consumers would not want to eat a bird that has no nutrients that is alive. So this is when decomposers swoop in. Maggots, fungi, worms etc. decompose the dead body and if is was fungi, the nutrient will go into the soil and the process starts again providing nutrients to plants.

It is also structural because it codes for enzymes or proteins that are non-regulatory. The fact that transcription factors cannot bind to the promoter means it cannot be transcribed (hence also repressed by the mutation).
