A system of government refers to the way power is divided among different levels of the state. Three main systems of government are:
unitary systems of government;
federal systems of government;
confederate systems of government.
A confederation is a union of sovereign states that are usually dealing with a common matter or issue (e.g. internal trade, currency, defense, foreign relations). These states are united under a general government, but generally remain independent to a great degree, so the state governments have most of the power. Looser confederations closely resemble international organizations, while others may be stricter and more akin to federal systems.
