Well, If several thousand people go threw the toll, that slowly starts paying for the cost of how much it cost to build lets say they pay 100 million for the new roads. They put 5 toll roads threw it and 10 thousand cars pass thats 15 thousand dollars a day! It slowly starts paying for the roads! :D

The goal was to help these countries recover from World War II as well as develop a political and economic alliance.
