In this phase, you are supposed to hear the people's involved in the problem version in order to make a decision before acting or defining your course of action. In other words, you need to get the complete panorama of what's going on in order to avoid misunderstandings.
In this example, you think you might overheard one student bullying another one, however, before you take an action (reporting the "bully") you talk to the "victim". In other words, you are gathering information (in case you misheard it) before taking a decision.
