Drink 1:    x            .25      =      .25x
Drink 2:   15 - x      .10      =      .10(15 - x)
Mixture:  15            .21     =       .25x + .10(15 - x)

                       (15)(.21)   =     .25x + 1.5 - .10x
                           3.15      =     .15x + 1.5
                           1.65      =     .15x
                               11     =       x

Drink 1 (25%) is 11 liters
Drink 2 (10%) is 15 - 11 = 4 liters
