ANSWER: A) private universities can cost three times as much to attend as public universities.

EXPLANATION: The graph shows that the cost to attend a Four-year Private university during the year 2012-13 was three times more than a Public university. Here, in the graph, the cost of Public University is between $5 and $10, roughly at $7. Whereas, the graph for Private University is between $20 and $25, and can be said that it has crossed the mark of $21. So, as $21 is three times of $7, it can be said that the private university costs three times as the public university.
