Fetal alcohol syndrome, once the baby is born it will immediately experience with drawl if the mom is using some kind of narcotic.... There should be a difference between the pregnant mother and the rates of her unborn child. However if there is I’m not aware of it. I would assume that the rights of the mother Outweigh the rights of that “unborn fetus “
