If you were looking for more steak than chicken you could do this
28 lbs steak

If you are just buying chicken, you can buy 77 lbs and if you are just buying steak you can buy 28 lbs BUT if you wanted to buy both steak and chicken then you can buy 39 lbs of chicken and 14 lbs of steak.
