Explanation: The Convention on Cybercrime was the first international treaty seeking to address Internet and computer crimes by harmonizing national laws, improving investigative techniques, and increasing cooperation among nations. It was drawn up by the Council of Europe in Strasbourg, France but with active participation from Canada, Japan, Philippines, South Africa and the United States.

It was ratified by the United States Senate by unanimous consent in August 2006 and this action was met with both praise and condemnation. The United States became the 16th nation to ratify the convention and it entered into force in the United States on 1 January 2007.
