"Business leaders often say that there is a "shortage" of skilled workers, and so they argue that immigrants need to be brought

in to do these jobs. How do unregulated markets cure a "labor shortage" when there are no immigrants to boost the labor supply?

They can increase the wage they are offering. If this doesn’t work then the company must look towards automation or better advertising of their job listings, otherwise the company has to move to remain competitive.
