   y = 0.25 x -3

Arrange equation variables of elimination :

{ 2 x + 4 y = 12
 -0.25 x  + y = - 3

Multiply  ( -0.25 x +y = - 3 )  by 8 :

8y - 2 x =  - 24 

{ 2 x + 4y = 12
  -2x + 8y  = -24
----------------------
        12 y = -12

y = - 12 / 12

y = - 1

For x :

2 x  + 4y = 12

2 x + 4 ( - 1 ) = 12

2 x - 4 = 12

2 x = 12 + 4

2 x =  16

x = 16 / 2

x = 8

x = 8 and y = - 1  =>  ( 8 , - 1 )
