A federal government is something the United States has because there is a balance between more than one figures. While North Korea has only one ruler, and the fact that it only has one leader is what makes it an Autocracy. If you look at the word there is auto which means self, so in autocracy the leader is leading himself as well as others.- just a little trick I use to remember!
