I think the farmers because those dams are blocking the fertile soils from coming so he or she is stuck with  what he or she has and buys so they have less fertile rich soil to help grow plants

By definition a negative externality is “a cost that is suffered by a third party as a result of an economic transaction”, ie. a direct consequence.

In this case farmers whose fields flood annually would object to negative externalities because the inmediate consequence is related to the loss of  income due to the fact that their lands are affected by the use of renewable and nonrenewable resources in the map.
