This is a list of the 16 singlylandlocked states and the District of Columbia, with routes to their nearest ocean: Arizona - California to the Pacific Ocean or Sonora to the Gulf of California. Arkansas - Louisiana to the Gulf of Mexico, which is part of the Atlantic Ocean. - so I think it's none of the above or Argentina. :P
