Calcutta, the main centre of British Raj till then, had fallen out of favour as it had become politically unstable.

The British government wanted to shift the capital and Delhi won on many counts. It was closer to Shimla, the summer capital and was well connected by rail.

In the next 20 years, New Delhi would be carved out of scattered villages and a rocky ridge inhabited by jackals. The new capital and its imposing buildings would come to define Delhi for the next 100 years. The capital, however, would keep growing beyond the garden city planned by Edwin Lutyens - and continues to grow.

2. The Plebeian Council could pass laws that applied to plebeians.

"Tribunis Plebis" was the Latin term for "Tribune of the people" (the plebs).
"Concilium Plebis" was the Latin name for the Plebeian Council or assembly.

There had been assemblies of the plebeians before 494,  but after that date the assembly's actions, under the authority of the tribune of the people, carried more official authority.  The creation of the office of tribune, to represent the people and offset the power of the consul, occurred after major conflict between the plebeians and the ruling class (the patricians) in 495-494.

What were the advantages and disadvantages of the New Jersey plan and the Virginia plan?

Answer: Advantages to the New Jersey Plan included giving smaller states equal power to larger states in the federal legislature, as well as giving the federal government more power to raise taxes, to regulate commerce, and to control foreign policy.

Although popular, the Virginia plan had several flaws. It did not distribute enough power to the small states, a major reason why it was not passed. In addition, many felt it did not give enough power to the state government, and would corrupt the nation, turning it into a monarchy.
