They both have heritance and elective for succession. Monarchys parllament is present and oligarchy isnt same with constitution and Oligarchy has a small legislater is small and Monarchy is not defined.
I think this means that they revolutionarilly just gave the people they conquered rights! As an example, when the romans conquered east instead of inslaving countries they integrated them.
