When Working with ratios we have to be VERY careful because you HAVE to put the numbers for the ratio in the way it says. If you change the order than your changing the answer. Ratio's can be written in 3 different ways. Like this:-

a to b
a:b
\frac{a}{b}

Now lets solve out to see how many girls there are in the class.

30 students in total
16 boys
? girls

30 - 16 = 14
14 girls

CHECK OUR WORK:-

14 + 16 = 30
We were RIGHT!!

OK now d real question.

Boys = 16
Girls = 14
Total Students:- 30

A. Girls to boys

So this would look like:-
Girls:Boys
14:16

B. Boys to girls

So this would look like:-
Boys:Girls
16:14

C. Girls to all students

So this would look like:-
Girls:All students
14:30

D. Boys to all students

So this would look like:-
Boys:All students
16:30

So,
A. is 14:16.
B. is 16:14.
C. is 14:30.
D. is 16:30.

Hope I helped ya!!
