The Three-Fifths Compromise was an agreement made between delegates during the Constitutional Convention (1787) that established that the number of seats of the House of Representatives for each state should be calculated in accordance to the number of free persons, (excluding Indians not taxed) and the three-fifths of slaves, instead of none of them since slaves were regarded as a property or a thing and not as people.

The Compromise, then, would increase the representation and political power of Southern states which were the ones with more slave population. In the first US Congress of 1790, for example, the Southern states accounted for 47 seats in the House of Representatives.
