Thee rate of unemployment is officially defined as the unemployed worker as a percentage of labor force. The discouraged workers are not actively looking for a job. And therefore, they are not considered as a participants in labor market. They are neither considered unemployed  nor a part of labor force. Hence, they do not  impact the unemployment rate

I can give you my take on it:

In command economies the quantity and more importantly the prize of the products is decided by the government and not by the people in production. As a result, people in the production can't have the motivation of producing more, as they won't benefit from it. So command economy encourages low motivation among the workers (i believe this was the case in the Eastern Block)

Housing - the government provides public housing to poor families, and also help families to access mortgages at lower interest rates.
