First, seeing a there was no mention of a plumber, I'm going to assume that the utility room is still flooded. If it is not still flooded then ignore this and move on to my next point, but if it is then I would just like to say that as a man with 10 years of experience, he should be aware of the fact that water conducts electricity. Second, even if the electrocution didn't involve the water, as a professional he should be competent enough to wear proper safety equipment. And finally, if I was GBC I would hire another electrician to point out every mistake made and how the entire thing could have been avoided if Hal hadn't decided to cut corners.
