We can define gerrymandering as the manipulation of political and regional districts in order to reach an electoral or political advantage for a particular organization, group or political party.

We can define pork-barrel as the act of spending money on projects that are deemed necessary in order to gain a political or electoral advantage for a group or political party.

Both of these systems are in general deemed unfair since there are clear ulterior motives to reach political advantage against their adversaries.
