First we convert both of the mixed number in improper fraction. That is

$= - \frac{3*9+1}{9} -\frac{8*3+1}{3}$

$= - \frac{28}{9} - \frac{25}{3}$

$=\frac{-28-75}{3} = \frac{-103}{3}= -34\frac{1}{3}$
