This problem is trying to be confusing on purpose the way its written, so ill do my best to explain. f(x+2) is a silly way of saying that your equation is translates up two units, the "+2" is again "b" in the equation y=mx+b
so its telling you to basically write your equation as y=x^3+2. they will also try to confuse you by showing you this,
y=(x+2)^3, which is a horizontal translation, twice to the left, so don't be fooled. all in all with your final equation as y=x^3+2, you are left with a vertical translation upwards of 2 : )
