Explanation:

For the source alone , we can write next equation.  

V_r = m/2πr

Stagnation point will occur where r=b, thus;  

V = m/2πb

Now we can find source strength, and therefore we have;  

m = 2*π*b*V

 b = 0.16/2*π

b = 0.0254

m = 2*π*0.32*20.6

m = 41.39 m/s
