Magna Carta was the document that gave the only Parliament the power to tax as giving consent of the whole realm. Magna Carta is a rights’ charter which was settled to by King John of England at Runnymede, adjacent to Windsor, on 15 June 1215.

 

EXPLANATION:  

Most of the charter of 1215 and newer versions seek to regulate the feudal rights of the Crown over the kings. Under the Angevin kings, and especially during John's reign, the rights of the King were often used inconsistently, often in an effort to maximize royal revenue from the kings.

Feudal relief was one way a king could claim the money, and clauses 2 and 3 specified the fees to be paid when an heir inherited an estate or when a minor was getting older and owns his land. Scutage was a type of medieval taxation; all nobles and knights were indebted military service to the Crown in resume for their land, which hypothetically belonged to the King, but many favored to evade this service and propose money instead; The crown usually used cash to purchase mercenaries.  

The level of scutage that must be paid, and the circumstances in which it was appropriate for the King to sue, was controversial and uncertain; clauses 12 and 14 discussed process management.

The British justice system had changed a lot during the previous century, with royal judges playing a greater role in bringing justice throughout the country. John had used his royal wisdom to force large sums of money from the barons, efficiently captivating payments to offer justice in certain cases, and the role of the Crown in realizing justice had become politically sensitive between the barons.  

Clauses 39 and 40 of Magna Carta required that legal proceedings be implemented in the royal justice system. On the other hand, clause 45 of Magna Carta demanded that the King appoint well-informed royal officials for related roles. Even though these clauses did not have specific significance in the original charter, this part of the Magna Carta became very important in the following centuries.
