All vessels are divided into two categories:
stand on vessels: these are those that have the privilege to maintain their course and speed when operating near another vessel. 
Give way vessel: these are those vessels that are mandated to keep away from stand on vessels when the two are near each other. 
When two boats are operating near each other, the STAND ON VESSEL must maintain its course and speed while the give way vessel must take precautions and early actions to keep out of the way of the stand on vessel.

The stand-on vessel must maintain course and speed.  

In a situation where two boats attempts to cross same water simultaneously, a right of way come to play. In such situation, one boat is compelled to give way to another boat. The boat that must give way is known as the give-way vessel while the other boat is seen as the stand on vessel.

Stand-on vessel: this is classified as a vessel which has the right of way. In the case of two vessels moving towards one another, the stand-on vessel has three actions to be taken.

  1. It must maintain course and speed unless the give-way vessel is not seen to be taken any action,
  2. it must be pay close attention and remain cautious,
  3. it must pay special attention and return any correspondence from the give-way vessel.

Even though the stand-on vessel has the right of way, it must take appropriate actions when necessary.

Give-way vessel: this vessel must give way to approaching vessel. In a situation where two vessels are moving towards one another, give-way vessel must take early and appropriate action to avoid collision.  

Simply put, a give-way vessel must avoid collision at all cost and operators must know their responsibilities.
