Congruent means they have the exact same dimensions in both length and angles.  If you flip the first shape clockwise by 90 degrees, you will notice that both shapes look identical. From this we can gather that:

BC = PS
AB = SR
AD = RQ
CD = PQ

likewise with the angles:
