Unit rate means that it is one 
1 mile in 9 minutes 
so in 1 minute how many miles (fractions of a mile) >?
take 1 divide by 9 = 0.11 
and 1 divide 1 = 1 
unit rate is 0.11 miles in one minute 
or 
0.11 miles  : 1 minute
