It is the third option. Reason being is because the first one describes what they do when danger approaches and it doesn't say anything about moving. The second one describes what they do to protect their young from the harsh environment around them; no movements mentioned. The fourth one just says what a penguin does but they can be standing when they do it; no mention of any movements at all.
