Move parent function 9 units to the right (along positive x axis). This gives    (x-9)^2. Then raise that function 2 units in the positive y direction. This gives  (x-9)^2 +2. So the final function looks like f(x) = x^2 but is translated 9 units to the right along the positive x axis and 2 units upward along the positive y axis.
