Use distributive property:
3x-15-12=2x-12+3
Simplify:
3x-3=2x-15
Use the commutative property:
3x+2x=-3-15
Simplify:
5x=-18

3x - 15 - 12 = 2x -12 + 3

2.   -15 + (-12)     -12 + 3

x-7y=4

-7y= -x + 4

21x+ 3y=11

when multipled together, the 2 gradients dont equal -1 therefore they are not perpendicular
