Let us assume the width of the rectangle = x
Then
The length of the rectangle = 2x
The perimeter of the rectangle = 24 inches
We know the formula of the perimeter of a rectangle is
Perimeter = 2 (length + Breadth)
24 = 2 (2x + x)
24 = 2 * 3x
24 = 6x
x = 24/6
   = 4
So the width of the rectangle = 4 inches
length of the rectangle = 2x
                                     = 2 * 4 inches
                                     = 8 inches
Now 
The Area of the rectangle = Width * Length
                                          = 4 * 8 inches^2
                                          = 32 inches ^2

The axis of symmetry can be found by finding the average of the zeros, a derivation from the conservation of energy :P, or by finding the point when the velocity is equal to zero.

df/dx=-6x+12 so df/dx, velocity, equals zero when:

-6x+12=0

6x=12

x=2  so the axis of symmetry is the vertical line x=2

x^2-4x=-2

x^2-4x+4=2

(x-2)^2=2

x-2=±√2

x=2±√2  so the average of the zeros is obviously 2.
