A negative energy balance occurs when calorie intake is below energy expenditure resulting in loss of energy from the body's energy stores. The cities eventually introduced filtration and chlorination systems to be able to improve the water quality and safety.

I believe it was partially successful because the water was cleaner but still not very safe. Entering the 20th century many people did not have completely safe water.

This needed to be reformed because the people living in the tenement houses lived in very poor conditions. It was an unsanitary dangerous way of living. They did not have basic necessities and had to share the few they did have with many others.

The problem was not really addressed. More buildings were built for tenement housing because the owners noticed they would profit more by renting to more people in smaller spaces.

I believe this social problem was addressed poorly because it wasn’t really addressed at all. As time went on, they were no longer as popular and were no longer in use. But that wasn’t due to any action taken to improve or change the housing.
