Y=mx+b
b - y intercept
y intercept - (0,4)
to find the x intercept plug in 0 for "y" and solve for x.
so: 0 = -2/3x + 4
-4 = -2/3x
-4 ÷ -2/3 = x
-4 × -3/2 = x
6 = x
then: x intercept - (6,0)

I think the answer is A because the data is skewed to the right 
The median (middle) isn't 10, it's 8 
The interquartile range (IQR) is 7 not 6 because you have to subtract the first and third quartile 13 - 6 = 7 not 6
