The loyalist were American colonists who remained themselves loyal to the British crown during the American Revolutionary War.
This law violated the two amendments 13th and 14th. In the 13th <em>"badge of servitude"</em>, and in the 14th <em>"Constitution is color-blind, and neither knows nor tolerates classes among citizens."</em>

Congress relies on a committee system since they aren't allowed to become an expert on the bills that are proposed each year.
