During this time, it was hard for black citizens to obtain a proper education and many did not know how to read or write, so they would fail the literacy tests. Most of the time they did not have enough money for the poll taxes either.

Eventually, the Voting Rights Act was passed and it got rid of these qualifications that were needed, so it was easier for people to vote.
