First, our step to begin with should be to add 8 to each side. Our goal is to get the variable by itself on one side. 
\frac{j}{4} \textless 4 + 8

Second, this is an easy step. All we have to do is add 4 + 8 which equals 12.
\frac{j}{4} \textless  12

Third, we now have to multiply both sides by 4. We have the variable by itself on one side of the problem after doing this.
j \textless 12 \times 4

Fourth, our last step is to multiply 12 times 4. This can simply be done by using a calculator, be done in your head, on a piece of paper, etc. 12 times 4 = 48.
j \textless 48
