My opinion:

I honestly think that teenagers should be charged the same as adults. I think this, based on how teens are today compared to back then. Nowadays teens are "used to" or "know" what gang life is and think things like going to jail is a joke or makes them tough. I believe an important factor in determining a juvenile offenders punishment should be whether or not they had a motive towards their action.

That my friend would be called an "Article".

It's called an article (The,an, a). Adjectives may work but not always. 

For example:

The Road Is Wet. 

The noun went 1st before the adjective. This can be rearranged into the following statement:

The Wet Road.

For Both statements, The Article comes 1st before the noun.

(Ps. Articles can never be used without a noun, which is why you will never see The or A or An just standing on its own, without a noun following it.)
