I would think the logical answer would be to call the fire department. Telling students is a waste of time because there isn't much they could do to help and although they'd know to stay away from the spill, they could over exaggerate the situation. Not only that, but in order to ensure the safety of the students, I would think it'd be more important to contact the fire department as soon as possible because it is their responsibility to arrive as soon as possible.
