We can combine thos fraction ssince same denomenator
$\frac{3y}{7}+ \frac{1}{7}= \frac{3y+1}{7}$

so
$\frac{3y+1}{7}= \frac{3}{7}$

times both sides by 7
3y+1=3
minus 1 both sides
3y=2
divide both sides by 3
y=2/3
