A clock has 12 hours, all you do is divide 12 by 5 and you get 2.4.

2.4 hours or 2 hours and 24 minutes represents  of a clock. 

The easiest way to find this is to divide 12 by 5 since there are twelve hours on a clock. 
I got the 24 minutes by multiplying 60(minutes there are in an hour) by .4 and got 24.

9.54% times which mobile phone (the one we are looking for=y) would use 1.908
that is: 0.0954 times y=1.908
0.0954y=1.908 dividing each side by 0.0954, we get y=20
So, the answer is y=20, or the mobile phone is 20
